He can't. Despite his all so awesome editing skills, he doesn't know Japanese.
To begin with, all this drama only is because fags like you just can't comprehend the situation.
This is a hobby. It shouldn't be considered as a unpaid job where they have to please people's demands for quick releases just because they are too impatient to wait and they aren't entitled to put up anything. (Also, before you think I'm part of Japanzai, I'm not part of their group. I'm just a person who has done scanlation and fansubbing on some of my free time.)
