Nozomi x Kimio

This author don't really have that much of a diversity does he? He recycles characters. That's just low man. Low.

Superficially, yes, Nozomi is a recycled Emiru.  However, as the two mangara go on, their characterisations are actually quite different.  Emiru would never have been so straight forward with how she feels, and Nozomi is a lot less "disturbed" – not only is she not estranged from an abusive family, but she's just a bit of a kuudere who's discovered the perversion potential principle and is using it to find the feelings she never thought she had. 

Nozomi x Kimio is a much lighter and younger and softer story than Nozoki Ana.  The peeping concept, the female lead's hair style and facial structure (and somewhat manipulative character aspect), and the male lead's heel-dragging and pervertedness are in fact recycled elements, but these are only the surface elements.  Basically, you could say, the stories have the same basic outline structure, but are exploring different circumstances for the same concept.  Having mothers in their apartment, being in high school (and thus not having oggles and oggles of sex in the comic, but just peeping on underwear and later on breasts and such), and then there's the fact that there are extreme, life and death circumstances in Nozoki Ana, while everything is safer and lighter in Nozomi x Kimio.  The tone is quite different.
