Hentai is where it shows everything.
And To-Love-RU isn't hentai. Sure, it's very heavily shown fan service and is very vivid with what it does but there's never been a sex scene and I don't even think Rito (main dude) has even kissed any of the girls yet. There's boob-groping and lots of panty-shots, but everyone knows that's just what To-Love-RU is and what it's known for, being 'almost-hentai'/softcore porn. It's just a typical harem, accidental-pervert and fan service are standard. You'll find every other ecchi harem being the exact same, To-Love-RU is just more popularized.
Because I just started to read this manga earlier and finished until 52, then, I just saw an update now. OH GOD. This has been happening to me a lot.
Smut is where it makes it clear that a sexual scene happened, but doesn't really show anything, and rarely lasts more than a few pages.
Hentai is full-on porn.
And then we have Tu-Love-Ru which is Hentai that somehow gets away with calling itself smut...Somehow...
