Mangas can be wrong when it comes to genetics but, in this case what happens here is a simple case of dominant vs. recessive alleles (I'll just call them genes from here on out to keep it simple).  Char having blonde hair and her sister having brown hair is perfectly natural.  Brown hair is the dominant phenotype which usually masks the blonde phenotype if both are inherited.  The blonde phenotype is only expressed if a person gets this gene from both parents.  Therefore, Chars parents could both have brown hair but still possess the blonde gene that Char had to recieve from both her father and mother.  Now if both of Chars parents have blonde hair then you might have an argument about this not being realistic...  Genetics lesson on batoto.  I thought I'd never see the day.
